I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Industrial Technology Forum Held in Gyeonggi Province (0608-2)

On June 4, an industrial technology forum was held jointly by the Advanced Institute of Convergence Technology and World Class 300, a Korean association for industrial assessment. The forum sought to propagate convergence technology know-how among small and medium enterprises.

‘Industrial Technology Forum’ for SME Potential Promotion
This forum was organized based on an agreement between the two institutes for joint projects to support SMEs of high technical potential in their drive to become global enterprises.

“The purpose (of the forum) is to educate SME personnel, and to identify and discuss ways in which to help them find what they want.”
▶ Unmanned Systems Emerge as New Convergence Technology
Among emerging convergence technologies, unmanned systems such as automatic driving systems, have become a hot subject.
[CG] Unmanned systems use sensors and artificial intelligence algorithms on a platform that combines automatic judgment and control capabilities; they can be utilized in land and marine vehicles as well as airplanes.
▶ Demand for Automatic Vehicle Driving System Expected to Grow
In addition to smart cars with self-driving features, unmanned farming technologies were also introduced at the forum.
[CG-Overlap] The usage of such systems for monitoring soil, crops and blights as well as for unmanned farming machines is projected to increase production by 14 percent and labor efficiency by 13 percent while reducing overall farming costs by 8 percent.
▶ Personal-Mobile Developed at AICT
One interesting development introduced at the forum was a one-person vehicle for seniors. Developed by AICT, this vehicle offers the growing number of seniors a safe means of transportation over short distances.
▶ Efficient, Eco-friendly Short-distance Transportation for Seniors
This vehicle is also eco-friendly, boasts high energy efficiency, and requires minimal parking space. It is operable on urban streets.
During the forum, a number of new technologies as well as their existing and potential applications were introduced and discussed. Presenters and attending enterprise representatives were enthusiastic about their potential both for industry in terms of marketability and for the national economy in terms of job creation.
Article 2. Emergency MERS Meeting of Gyeonggi Provincial Assembly (0610-2)

With the spread of MERS in Korea becoming a world-wide concern, the Gyeonggi Provincial Assembly called an emergency meeting with the provincial government. Our reporter was there.

Emergency Meeting on MERS
At the meeting, Gyeonggi Province Governor Nam Kyung-pil admitted failure in the timely sharing of information between the central and provincial governments, and promised to improve the province’s emergency response capabilities. This emergency meeting was originally scheduled as the 298th extraordinary session for June 16, but was moved up.

“We will do our utmost to establish new crisis response capability standards by creating a cooperation model between the central and provincial administrations.”
At the end of the meeting, the Gyeonggi Provincial Assembly adopted a resolution.

In this resolution, the provincial assembly demanded that the administration take timely measures to prevent the further spread of MERS, and to have large hospitals in the province actively participate in the treatment of MERS patients.
▶ Demand for Central-Provincial Administrative Cooperation
The resolution also demanded that the provincial administration ensure the containment of the disease through cooperation with the public sector and the central government.

During his 5-minute address, a provincial assembly member proposed sterilizing all schools in the province as well as authorizing provincial monitoring officials to quarantine suspected cases on site if deemed necessary.
Article 3. ‘Coins-in-the-Drawer’ Collection Campaign (0611)

The Gyeonggi branch of the Community Chest of Korea launched the ‘Coins-in-the-Drawer’ Collection Campaign so as to raise funds to help economically underprivileged individuals in the province.

The coins being collected are those that lay forgotten in every household. This campaign is receiving positive responses from some public and private organizations, although the results are still far less than originally desired.

▶ ‘Coins-in-the-Drawer’ Collection Campaign (May 21 to June 30)
This campaign, which also collects foreign coins and notes, will run until June 30.

”The ‘Coins-in-the-Drawer’ Collection Campaign stems from the idea that these small sums of unused money can make a big difference to those living in underprivileged situations.”
▶ Campaign Result Lower than Expected
The campaign targeted the collection of KRW 1.25 billion based on KRW 100 per person from every resident of the province. However, the outbreak of MERS and insufficient publicity limited the results. The campaigners are asking public offices and organizations as well as schools to encourage participation in the campaign.
▶ Collected Funds to be Used to Help Individuals in Low Income Brackets
The collected funds will be used for provincial welfare projects for families in low income brackets as well as by the Gyeonggi Provincial Office of Education to support youths in such families with the purchase of school uniforms and other essential items.
▶ Collection Boxes Placed in Local Public Offices
Those who wish to donate their unused change may do so by visiting the nearest local public office where the Coins-in-the-Drawer collection boxes can be found until June 30.
Article 4. Gyeonggi Resolves Regional Bicycle Path Debate (0611-2)

A bicycle path construction and improvement project for an 11-kilometer section through three cities of Gyeonggi Province received a green light as the provincial government helped the local governments involved resolve a conflict that had delayed work for five years.

The bicycle path section in question runs between Guseong (구성) Station in Yongin (용인) City and Osan (오산) Creek. Although frequented by many cyclers, this section poses a danger due to adjacent road traffic.

“I wasn’t looking to my side and was almost hit by a car once.”
The conflict was over cost-sharing, with the cities involved disagreeing on the apportioning of costs and benefits.

“Although this bicycle path runs through Yongin City, the majority of its users are from Hwaseong and Osan. That is why it wasn’t easy to come up with a reasonable cost sharing scheme.”
▶ 2-Day Win-Win Meeting
To resolve the issue, the Gyeonggi Provincial Government convened a Win-Win Meeting in April.
▶ Gyeonggi Province to Share 50% of Costs
At the meeting, the provincial government proposed to share 50 percent of the costs The cities of Yongin (용인), Hwaseong (화성) and Osan (오산) agreed to share 30 percent, 13 percent and 7 percent, respectively.

“The provincial government managed to realize an agreement among the cities through understanding and persuasion. It is an exemplary case that can lead to the solution of other regional administrative disagreements.”
▶ Work to Begin with Safety Improvements
The construction of this bicycle path will begin with safety improvements such as road surfacing and the installation of safety features including guard rails and road signs. This initial work, which will cost KRW 1 billion, will be completed in December.
Article 5. Korean Documentary Directors: Season 2

Gyeonggi Province launched a documentary film screening program titled ‘Korean Documentary Directors: Season 2’. This event features three documentary films directed by each of six leading documentary directors in Korea.

▶ “Friends” (2001) Directed by Ryu Mi-rye
One of the films, Friends, is about twenty mentally impaired individuals at a rehabilitation center. It is being shown again fourteen years after its release in 2001.

“It was about my encounters with mentally challenged people 15 years ago. Those were among the most important personal encounters in my life. Watching this movie after all these years reminds me of how precious a time that was.”
Following ‘Season 1’, which also featured six Korean documentary directors, this event was organized jointly by Gyeonggi Province and the DMZ International Documentary Film Festival authorities. The event also features dialogues between the directors and audience members on the fourth Monday of each month.

The films shown in this program include one that was made by a famous director who received a grand prize at an international documentary film festival.

“The purpose of this film screening program is to help audiences discover directors through their work instead of showing films based on subjects.”
The documentary film screenings will continue until December on the second and fourth Mondays of each month except September at Inde-Space of Seoul Cinema.
Article 6. More Gyeonggi Job Centers for Women Resuming Careers (0610)

A Korean ministry recently announced a list of locations for the establishment of additional employment centers for women returning to the workforce. Three of the new locations are in Gyeonggi Province.

▶ Goyang Employment Center for Women Resuming Careers
Choi has been working hard to obtain certification as a cultural monument guide. She visits an employment center for women returning to the workforce for in-depth study.

“I stopped working when I became pregnant and have since been raising my children. The center recommended this education course and assured me that I will be able to start my own business afterward.”
▶ Employment Centers for Women Resuming Careers Planned in Gimpo, Paju & Anyang
These job centers, commonly referred to as ‘Work-again Centers’, are established and operated jointly by the Korean Ministry of Gender Equality & Family and the Ministry of Employment & Labor. There are twenty-five Work-again Centers in Gyeonggi Province. The thee new locations include Gimpo (김포), Paju (파주) and Anyang (안양).
The Anyang (안양) center will provide specialized services to women with IT experience, while five employment planners and two consultants at the other two centers will offer general employment services.

“We target the creation of 120,000 new jobs during the term of this provincial administration. We will continue to work hard to realize establishment of Work-again Centers in the remaining fourteen cities and counties.”
The new employment center for women returning to the workforce will begin full operations from July.
Article 7. Gyeonggi Launches Apartment Repair Consultation Team (0611)

In order to safeguard the interests of apartment residents during their communal residence repair, Gyeonggi Province established and began operating a team of technical consultants consisting of construction professionals.

▶ Technical Support Service for Contracted Communal Housing Repair
Titled ‘Good Morning House Consultant Team’, these professionals ensure that contractor estimates are reasonable and that work is done properly. Launched in November last year, the team can also provide services on request such as technical proposals for work methods and construction drawings as well as cost calculations.
The team consists of forty-four construction specialists including architects and technicians from related public and private organizations. Once engaged, the team members perform on-site visits to see what has to be done, as well as how and when, and even suggest alternatives.
