Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Koi Show Held in Gyeonggi Province (1019-3)

Variously colored koi have long been popular pet fish among genteel households in Far Eastern countries. In Gyeonggi Province, a koi show opened to showcase these ornamental and often expensive aquatic pets.

Red and white koi have distinct large crimson spots on white skin…
▶ Hwangbaek (Yellow-White)
…while a yellow-white variety is covered with a solid golden color.
▶ Danjeong (Single Red-Spotted)
Another variety carries a single red spot on the head.
▶ Daejeongsansek (Tri-Colored)
Tri-colored koi boast red and black spots on a white background.
These koi are favored for their beauty and serenity as well as for their almost arrogant, regal movement in garden ponds.

The 4th Anseong Koi Show
Marking its fourth occasion this year, this koi show is unique in Korea. The show aims to promote koi among the public and features exemplary specimens from around the nation.

▶ Gyeonggi Province to Support Koi Farming
Recognizing the value-generating potential of koi, Gyeonggi Province began providing support for koi farming and annual shows.

International koi demand has been growing in recent years. Increased interest shown at the show in Anseong (안성) City reflects that, also in Korea, koi are emerging as a popular passion for the silver generation.
Article 2. National Security & Reunification Festival (1020-3)

On October 19, a national security and reunification festival opened with defense equipment displays in the quad of the Gyeonggi Provincial Government Complex. Our reporter followed the events.

▶ Cobra Helicopter
One of the items on display was a Cobra helicopter. First introduced during the Vietnam War, the Cobra has become a formidable attack helicopter.
▶ Anti-chemical Vehicle
The vehicles used by chemical units carry detoxifying agents for cleaning contaminated areas.
▶ Gyeonggi Provincial Government Complex (October 19 – 21)
Gyeonggi National Security & Reunification Festival
This was the second national security promotional event held in Gyeonggi Province in this year marking the 70th anniversary of national liberation, following the first occasion in June.

“The objective of this festival is to promote recognition of the importance of national security and the relevant role of Gyeonggi Province among our residents.”
Displays included defense equipment as well as equipment for disasters and rescue.
▶ Safety & Rescue Experience Programs
There were also experience programs for the public including practical exercises in fire extinguishing and CPR as well as evacuation through a smoke-filled maze.

“I saw and learned a lot about what we don’t normally experience. We did well during the evacuation drill even without previous experience.”
There were also a variety of programs aimed at inspiring the desire for national reunification among children.

Other events included a military band performance and an exhibition of photographs related to national security and the history of conflict.
▶ Festival Ends on October 21
The festival ended on October 21 after three days of extensive events that promoted public awareness of the importance of national security and reunification.
Article 3. Gyeonggi Scientists Develop Non-DNA Breed Modification (1021-1)

A team of scientists from a Gyeonggi provincial institute and Seoul National University announced the development of the world’s first plant breed modification technology without DNA manipulation. Our reporter examined the details.
[Report]
Existing genetic modification technologies are controversial in terms of human and environmental safety since they use radioactive materials or chemicals to force genetic mutations. These technologies are also very time-consuming in the achievement of applicable results.
▶ World’s First Non-DNA Modification Technology
This technology is safer and more economical since it uses special equipment to ‘edit’ RNA compounds and proteins to create a targeted genetic sequence instead of causing random genetic mutations with hope for possibly beneficial results.

“We first applied this technology to lettuce. Unlike existing studies, we used gene scissors in a living plant cell to modify genes.”
▶ No External DNA Introduction
This technology will circumvent controversy since it does not introduce external DNA.
▶ Lettuce and Rice Successfully Gene-Modified
These scientists have already succeeded in modifying the genes of lettuce and rice. The lettuce grown from the gene-modified cell produced a 46 percent higher yield.

“We succeeded in growing lettuce with a higher yield. Our technology is meaningful in that we could ‘surgically’ remove the targeted genes.”
This team plans to apply the technology to other plants including tomatoes and bananas with the expectation of developing highly productive new breeds. The team’s study has already been published in Nature Bio Technology, an international online journal.
Article 4. New Gyeonggi Government Complex Site to Open (1019-2)

Gyeonggi Province has decided to temporarily open the new provincial government complex site in Gwanggyo (광교) New Town to the public until development begins. The site will be temporarily transformed into scenic blue barley and rye fields.

On the barley sewing day, children were invited to join the work on the 80,000 square-meter site. Until the barley is harvested in early next summer, the barley field will be used as a park as well as a nature study site for children.

Resistant to the cold, the barley will germinate and grow into green sprouts by the end of the year and survive the winter to grow again next year.
▶ Temporary Blue Barley and Flower Park
The wide grass plaza will also be temporarily transformed into a park filled with yellow rape flowers and rye complete with promenades.
▶ Head of Gyeonggi Provincial Complex Construction Headquarters
“We will hold a blue barley festival early next summer and will also open the grass field in June so as to share our provincial government complex with residents.”
Gyeonggi Province has also planned other events on this site such as a yellow rape flower festival and blue barley threshing event. The blue barley stems will then be supplied to livestock farms in the province for use as feed.
Article 5. Preliminary Social Enterprises in Gyeonggi Province Increase (1020-2)

Preliminary social enterprise designation by Gyeonggi Province has produced successful results in productive welfare models as well as in creating new jobs. Our reporter examined the details.

▶ Green Power House / Preliminary Social Enterprise, Siheung City
The Green Power Plant, a preliminary social enterprise in Siheung (시흥) City of Gyeonggi Province, specializes in grass cultivation and management. This company has successfully developed its own cultivation techniques and is now transferring them to farmers to help increase their income while contributing to environmental improvement.

This company is one of the thirty-eight new preliminary social enterprises designated by Gyeonggi Province this year.

A designated enterprise can have up to fifty employees and is provided with project development support of up to KRW 50 million.
▶ Gyeonggi Creative Economy Innovation Center (October 19)
2015 Social Economy Innovation Model Business Audition
For the first time this year, Gyeonggi Province also held an audition-style competition so as to find preliminary social enterprises with creative ideas and job creation potential.
▶ Business Startup Support of KRW 10 Million Provided to Winners
Competitors presented a variety of creative business ideas that use local products. Winners were provided with business startup support of KRW 10 million each.

“We will continue to positively identify potential social enterprises and to support their growth into innovative enterprises.”
▶ Preliminary Social Enterprise Education
The newly designated preliminary social enterprises will receive management education in related ethics and responsibilities. These community-orientated enterprises are expected to play a part in creating new jobs while contributing to the advancement of the local economy.
Article 6. Gyeonggi Nurtures Storytelling Marketing Specialists (1021-2)

Gyeonggi Province is promoting the education of storytelling marketing specialists so as to utilize this new marketing technique in the development of northern Gyeonggi Province. Our reporter examined the details.

Storytelling marketing is a brand communication technique using the association of brands with related interesting stories that often feature appealing characters.

These brand-associated stories can easily spread and thus have promotional effects.

Established only three years ago with three employees, this storytelling marketing company now has more than a hundred employees. This company is receiving calls from many large enterprises that recognize the power and economy of storytelling marketing.
▶ Promotional Effect Relative to Costs Greater than Media Advertisement
Compared with TV, newspaper and magazine advertisements, marketing with storytelling contents is more effective since these stories make a stronger impression and spread more widely at only a fraction of the cost.
▶ Northern Gyeonggi Cultural Creation Hub (October 20)
Gyeonggi Storytelling Practical Marketing Training Program Presentation
In order to secure storytelling marketing specialists, Gyeonggi Province organized a storytelling marketing training program and invited those who have already started or are preparing to start storytelling marketing businesses.

These specialists will then be linked to manufacturing and service enterprises in northern Gyeonggi Province to promote marketing projects in the region.

Gyeonggi Province will select the five best teams of trainees and provide each team with support of KRW 3 million for marketing projects as well as one-on-one mentoring by a storytelling marketing enterprise. Support will also provided or arranged for equipment, financing and operations
Article 7. Province-wide Promotion of Warm & Blessed Communities (1022-1)

By the year 2020, Gyeonggi Province will see the establishment of Warm & Blessed Communities in all of its regions. For the realization of this policy of the Gyeonggi administration, the provincial government began detailed planning.

▶ Warm & Blessed Community Policy Announced (June 2014)
The Warm & Blessed Community policy was announced in June of 2014 by then newly elected Gyeonggi Province Governor Nam Kyung-pil (남경필).
▶ Warm & Blessed Community (‘Tdabok Gongdongche’)
The core idea of the Warm & Blessed Community policy is the creation of resident-initiated local communities through social economy. This past June, Gyeonggi Province established a support center for province-wide Warm & Blessed Community formation and began detailed five-year planning

Gyeonggi Province Warm & Blessed Mid-to-Long Term Plan Commencement Meeting
The Gyeonggi provincial administration intends to have this plan continued through the next administration term.

“The mid-to-long term plan will be finalized at the beginning of next year. This is not a plan that will be completed in one or two years, but will be an on-going plan. This means that the term Warm & Blessed will become an administration brand of Gyeonggi Province.”
▶ Local Community to be Promoted in Line with Social Economy Promotion
Gyeonggi Province will promote this community brand in combination with social economy promotion that encompasses village enterprises, social enterprises and self-supporting enterprises.
This five-year Warm & Blessed Community establishment plan is an ambitious mid-to-long term project of the Gyeonggi Provincial Government. When implemented, the subject communities will become local community models in which members share activities such as childcare, commerce and education.
