I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. 2015 G-Fair Korea Ends with Record Results (151109-1)

The 2015 G-Fair Korea, the largest SME product expo in Korea, ended on November 8 with a record amount in successful business consultations. Our reporter looked at the achievements of this 4-day event.

2015 G-Fair Korea
Since 1999, G-Fair Korea has been the largest annual sourcing fair in Korea for foreign buyers, serving the SMEs of Gyeonggi Province as a major international marketing channel. This year’s event attracted nearly 80,000 domestic and international businesspersons and visitors. Overseas buyers included representatives of 84 well-established enterprises.
▶ More than 500 Overseas Buyers from 39 Nations
▶ Successful Business Consultations Amount to USD 790 Million
During the fair, more than 500 purchasing representatives from 39 nations around the world attended and had business consultations with participating enterprises. These consultations resulted in purchasing commitments totaling a record-breaking USD 790 million. This year’s event also included a sporting goods section.

“As we did this year, we will invite SMEs with products of high technical and quality standards next year. We will also expand the invitation of foreign purchasers so as to promote international marketing for our SMEs.”
Promoting local enterprise exports, this year’s G-Fair featured more than 20,000 quality products and also provided visitors with opportunities to purchase these products at low prices. The success of this year’s G-Fair Korea is attributed to its effective selection of invitees and featured products.
Article 2. Gyeonggi Launches Foot-and-Mouth Disease Prevention (151110-2)

Gyeonggi Province and livestock farmers began animal vaccinations against foot-and-mouth disease before the onset of winter when this disease may strike.

The owner of this pig farm carefully inspects each of his 4,000 animals before giving foot-and-mouth vaccinations. In Gyeonggi Province, foot-and-mouth vaccination is compulsory for all livestock farms.

“I need to vaccinate animals because, without vaccination, many animals may perish and you can suffer massive damage.”
▶ Foot-and-Mouth Preventive Measures to Continue until May Next Year
Gyeonggi Province began intensifying foot-and-mouth disease preventive measures that will be continued until May next year. Such measures include antibody tests on animals at more than 1,300 livestock farms in the province with subsequent quarterly viral infection tests as well as the sterilization of farm environments. A number of disinfectant spraying vehicles have been mobilized so as to prevent this disease, which devastated livestock farms in Korea two years ago, from reoccurring.

“We will perform foot-and-mouth antibody tests to make sure that animals at all livestock farms are properly vaccinated.”
▶ Non-Compliance with Vaccination Subject to Fines and Disadvantages
Those livestock farms that neglect vaccinations will be fined up to KRW 5 million and will receive compensation at up to 80 percent less than the normal rate for any animal losses they experience due to this disease.
Article 3. Gyeonggi Farmers Celebrate 20th Farmer’s Day (151111-2)

This past November 11 marked the 20th Farmer’s Day in Korea. In Gyeonggi Province, a ceremony was held at the Gyeonggi Small and Medium Business Center.

During the ceremony held the day before, farmers staged performances in front of elated spectators and farmers from other regions to show off guitar and singing skills they have honed for this day.

Farmers laid down their farming implements and joined in the celebration at the ceremony.

During the ceremony, distinguished agricultural professionals in eleven categories were presented with awards. In the rice production category, a farmer who produced rice of exemplary quality received the highest prize.

There were several other Farmer’s Day events held in Gyeonggi Province. These events, which included
demonstrations of rice cake pounding with mallets and agricultural product exhibitions, were also intended to promote the consumption of rice and other agricultural products of Gyeonggi Province.
Article 4. Gyeonggi Finalizes 2016 Budget (1112-2)

Gyeonggi Province announced its budget for 2016. Job creation, administrative coalition, welfare and safety are the primary areas of focus in next year’s provincial budget.

▶ Gyeonggi Province Budget for 2016 Amounts to KRW 19.6 Trillion
Gyeonggi Province’s total budget for the year 2016 is KRW 19.6 trillion, eight percent larger than for the previous year. This budget signifies that job creation will be the provincial government’s top priority next year.

“Employment and household economies are in very difficult situations. We put top priority on job creation since employment is the best form of welfare.”
▶ KRW 883 Billion for Creation of 70,000 Jobs
Gyeonggi Province has earmarked KRW 883 billion for the creation of 71,500 jobs next year.
[CG] Of this, KRW 180 billion will be used for job creation in the public sector and the enhancement of employment support infrastructure, while KRW 455 billion will be used for SME support and KRW 248 billion for additional job creation projects.
▶ Priorities on Job Creation, Coalition, Welfare and Safety
Administrative coalition, welfare and safety are also high-priority areas reflected in next year’s budget.
▶ KRW 965 Billion for Coalition
For administrative coalition, Gyeonggi Province allocated KRW 1.2 trillion including KRW 50 billion for the Gyeonggi Provincial Assembly.
▶ KRW 5.75 Trillion for Welfare
The welfare budget for different demographic groups amounts to KRW 5.75 trillion next year.
▶ Safety Budget Amounts to KRW 945 Billion
For safety administration, nearly KRW 1 trillion has been allocated for the prevention and management of diseases and disasters. Next year’s budget was finalized through a process involving the Gyeonggi Provincial Assembly, which deliberated and approved the plan on November 9.
Article 5. Gyeonggi Province Receives Government 3.0 Award (1111-3)

The excellence of the officials’ advance consultation system of Gyeonggi Province was recognized in the Government 3.0 Contest organized by the Korean government. Government 3.0 is a new transparency and communication-based administration paradigm introduced by the Korean central government.

Government 3.0 Case Contest
The objective of Gyeonggi Province’s advance consultation system for provincial officials is to preempt negligence through communication with auditors. Such negligence may often result from the avoidance of tasks due to legal or budgetary reasons.

This year marks the third year of the Government 3.0 Contest.
▶ 16 Cases Selected among 250 Public Administration Systems
Out of 250 public administration systems of the central and local governments of Korea, 16 were selected by a panel of specialists and citizens. These included a variety of systems for the enhancement of quality of life for the public, ranging from a real-time aerial fine dust alarm system to automated rapid airport procedures.
▶ Gyeonggi Province’s Advance Consultation System for Officials
Gyeonggi Province’s system was recognized for its promotional effect in communication and sharing among officials.
▶ 218 Cases Resolved Last Year
Since its introduction for the first time in Korea last year, this system has resolved 218 cases and helped promote a positive attitude toward difficulties among provincial officials.

“Prevention of possible difficulties enabled officials to process difficult tasks more quickly and created more positive attitudes toward problems.”
The final sixteen selected cases were further graded through on-site assessments by specialists and members of the public.
▶ Gyeonggi Province Receives Third Highest Award.
The Presidential Award, the highest honor, went to Statistics Korea, and the Prime Minister’s Award went to Incheon International Airport. Gyeonggi Province received the third highest honor, the Interior Minister’s Award. Gyeonggi Province lead in practicing Government 3.0, which aims to provide the public with effective services through its four core principles of disclosure, sharing, communication and cooperation.
Article 6. Gyeonggi’s Chemical Safety Tops in National Contest (1112-2)

Gyeonggi Province received the top prize in the national Environment Management Contest organized by the Korean Ministry of Environment. This award was presented for the excellent chemical safety policies of the province.

[CG-Overlap] Gyeonggi Province is home to more than 3,000 chemical enterprises, accounting for 30 percent of the national total.
▶ Gyeonggi Exercises Best Safety Assurance and Management
Gyeonggi Province has an excellent chemical safety assurance and management policies for the effective prevention and control of chemical accidents.
▶ First Chemicals Management Ordinance in Korea
Gyeonggi Province enacted Korea’s first chemical management ordinance and has been implementing related management plans.
▶ Education in Safety Consciousness and Accident Prevention
Considering education to be the most important factor in preventing accidents, Gyeonggi Province has undertaken extensive education initiatives such as forums and study groups for related officials.
▶ Accident Response Training.
Accident response training for officials, military personnel and civilians has been organized regularly so as to promote response capabilities and prevent secondary damage.
▶ Gyeonggi Tops at National Environment Management Contest
The excellence of Gyeonggi Province in chemical safety was recognized with the top award at the national contest.

“We provide customized, site-specific training as well as on-site consultations. We will continue to do our utmost to prevent accidents and improve safety facilities.”
Gyeonggi Province is currently working on the reinforcement of a hazardous material safety management plan so as to ensure environmental safety.
Article 7. Gyeonggi and Seoul Agree on Joint Railway Construction (1112-1)

Gyeonggi Province and Seoul City recently entered an agreement on the joint construction of an inter-city railway between Bucheon (부천) City and the western areas of Seoul. This railway will significantly improve public transportation in these regions.

Our reporter went to Gyeonggi Province’s end of this planned railway in Bucheon (부천) City and witnessed how difficult it is for the local residents to travel to Seoul.

“When you go to the Seoul City Hall area, you have to ride a bus to Hwagok (화곡) Station where you transfer to the subway to travel to Jongno 3-ga. Then you have to take a bus again to…”
▶ Public Transportation for Western Gyeonggi Residents to Improve
Such inconveniences will be resolved when this railway is completed under the joint construction agreement between Gyeonggi Province and Seoul.

Gyeonggi Province-Seoul Western Railroad Joint Construction Agreement
This agreement was signed by Gyeonggi Province Governor Nam Kyung-pil (남경필) and Seoul City Mayor Park Won-sun (박원순) on November 11.

“The fact that Gyeonggi Province and Seoul are working together for the convenience of the residents of both regions is very meaningful itself.”
[CG] This planned railway connecting the western regions of these two localities will run a total of 17.3 kilometers and be comprised of ten stations
▶ Connection with Subway Line 2
This railway construction plan also includes a connection with metropolitan subway line 2.

“(With this railway line,) travelling in these regions will become more convenient and quicker. It will help the transformation from car-based transportation to metropolitan public transportation…”
One remaining question is whether this railway can be included in the third national railway network plan. If so, and when construction work with central government support is completed, travelling between Bucheon (부천) and Seoul will take only forty minutes.
